Quality Assurance Evaluators on Service Contract - Ex-Federal Employees

Is there any restriction to govt employees serving as Quality Assurance Evaluators on a Service Contract when the govt employees performed the same job that now because of A-76 is being performed by the Service Contractor? (i.e. the govt employees are inspecting the work of people that took over their jobs because of A-76)

The is no such restriction that I know of. If there is, it will likely be an agency-specific rule as opposed to a government-wide rule.

If there is a restriction (and like Vern, I'm not aware of one) it certainly wasn't adhered to on 2 A-76 conversions that I performed under. In both cases the QAE's were government personnel who previously performed some of the services that converted to contractor operation. They did a great job at fulfilling the QAE function because they were so familiar with the work, organizations, and customers. It also made us (the contractor) perform at a higher level. You can definitely experience some discomfort and resentment, especially initially, but if the relationships are handled right it can actually work out quite good for all concerned.
