Tie Bids

If two bidders submits bids that are identical in price and are both residents in Virginia they would draw lots in pulic. What does this mean. I know one time there was a tie bid and the buyer for the project let them draw the longest straw. The one with the longest straw was awarded the bid. Is that what it means?

I think any simple "heads" or "tails" type thing would qualify.

Flip a coin, high-card from a deck of cards, flip baseball cards and heads wins, etc.
