SEC. 809. REPORT ON EXTENSION OF DEVELOPMENT, ACQUISITION, AND
SUSTAINMENT AUTHORITIES OF THE MILITARY DEPARTMENTS
TO THE UNITED STATES SPECIAL OPERATIONS COMMAND.

(a) Review.--The Secretary of Defense shall carry out a
review of the authorities available to the Secretaries of the
military departments and the acquisition executives of the
military departments for the development, acquisition, and
sustainment of technology, equipment, and services for the
military departments in order to determine the feasibility and
advisability of the provision of such authorities to the
Commander of the United States Special Operations Command and
the acquisition executive of the Command for the development,
acquisition, and sustainment of special operations-peculiar
technology, equipment, and services.

(b) Report.--Not later than 120 days after the date of the
enactment of this Act, the Secretary shall submit to the
Committees on Armed Services of the Senate and the House of
Representatives a report on the review required by subsection
(a). The report shall include the following:

(1) A description of the review.

(2) An identification of the authorities the
Secretary recommends for provision to the Commander of
the United States Special Operations Command and the
acquisition executive of the Command as described in
subsection (a), and recommendations for any
modifications of such authorities that the Secretary
considers appropriate for purposes of the United States
Special Operations Command.

(3) Such recommendations for legislative or
administrative action as the Secretary considers
appropriate for the provision of authorities identified
pursuant to paragraph (2) as described in subsection
(a).

(4) Such other matters as the Secretary considers
appropriate in light of the review.
 

Report on extension of development, acquisition, and sustainment authorities of the military departments to the United States Special Operations Command (sec. 809)

The Senate amendment contained a provision (sec. 806) that would require the Secretary of Defense to carry out a review of the acquisition authorities available to the secretaries of the military departments and the acquisition executives of the military departments to determine the feasibility and advisability of providing such authorities to the Commander of the United States Special Operations Command (SOCOM) and the acquisition executive of the Command for the development, acquisition, and sustainment of special operations-peculiar technology, equipment, and services.

The House bill contained no similar provision.

The House recedes.
