Organizations are located within the states and provide assistance to small
businesses. These organizations may be funded by the federal, state and local
government, and/or other entities and they may provide
contracting leads with federal, state, local government agencies, and prime
contractors. They may provide outreach sessions and how-to seminars.
Some organizations may provide general business assistance while another
will help those seeking to become a contractor with a government. Its up to
you to contact an office to see what help you can get from these
organizations. Below, in the left column,
is an excerpt from the U.S. Code that provides some explanation of their purpose.

Procurement Technical Assistant
Centers (PTAC)

10 U.S.C. § 2418
Sec. 2418. Authority to provide certain types of
technical assistance: (a) The procurement technical assistance
furnished by eligible
entities1 assisted by the Department of Defense under this
chapter may include technical assistance relating to contracts
entered into
with (1) Federal departments and agencies other than the
Department
of Defense, and (2) State and local governments.
Sec. 2416. Subcontractor information
(a) The Secretary of Defense shall require that any defense contractor in
any year shall provide to an eligible entity1 with which the
Secretary has entered into a cooperative agreement under this chapter, on
the request of such entity, the information specified in subsection (b).
(b) Information to be provided under subsection (a) is
a listing of the name of each appropriate employee of the contractor who has
responsibilities with respect to entering into contracts on behalf of such
contractor that constitute subcontracts of contracts being performed by such
contractor, together with the business address and telephone number and area
of responsibility of each such employee.
(c) A defense contractor need not provide information
under this section to a particular eligible entity more frequently than once
a year.
(d) In this section, the term "defense contractor", for
any year, means a person awarded a contract with the Department of Defense
in that year for an amount in excess of $1,000,000. (superscript

The Small Business Development Centers (SBDC)

15 U.S.C. § 648(a)
(2) The Small
Business Development Centers shall work in close
cooperation with the Administration's regional and local offices,
the Department of Commerce, appropriate Federal, State and local
agencies and the small business community to serve as an active
information dissemination and service delivery mechanism for
existing trade promotion, trade finance, trade adjustment, trade
remedy and trade data collection programs of particular utility for
small businesses.
(3) The Small Business Development Center Program shall be under
the general management and oversight of the Administration for the
delivery of programs and services to the small business community.
Such programs and services shall be jointly developed, negotiated,
and agreed upon, with full participation of both parties, pursuant
to an executed cooperative agreement between the Small Business
Development Center applicant and the Administration.
(A) Small business development centers are authorized to form an
association to pursue matters of common concern. If more than a
majority of the small business development centers which are
operating pursuant to agreements with the Administration are
members of such an association, the Administration is authorized
and directed to recognize the existence and activities of such an
association and to consult with it and develop documents (i)
announcing the annual scope of activities pursuant to this section,
(ii) requesting proposals to deliver assistance as provided in this
section and (iii) governing the general operations and
administration of the Small Business Development Center Program,
specifically including the development of regulations and a uniform
negotiated cooperative agreement for use on an annual basis when
entering into individual negotiated agreements with small business
development centers.

Women's Business Centers (WBC)

§ 656(a)
(4) the term "women's business center site" means the location
of - (A) a women's business center; or
(B) 1 or more women's business centers, established in
conjunction with another women's business center in another
location within a State or region -
(i) that reach a distinct population that would otherwise
not be served;
(ii) whose services are targeted to women; and
(iii) whose scope, function, and activities are similar to
those of the primary women's business center or centers in
conjunction with which it was established.

National Veterans Business Development Corporation

15 U.S.C. § 657c
(a) Establishment
There is established a federally chartered corporation to be known as the
National Veterans Business Development Corporation (in this section referred
to as the "Corporation") which shall be incorporated under the laws of the
District of Columbia and which shall have the powers granted in this
section. Notwithstanding any other provision of law, the Corporation is a
private entity and is not an agency, instrumentality, authority, entity, or
establishment of the United States Government.
(b) Purposes of the Corporation
The purposes of the Corporation shall be —
(1) to expand the provision of and improve access to technical assistance
regarding entrepreneurship for the Nation's veterans; and
(2) to assist veterans, including service-disabled
veterans, with the formation and expansion of small business concerns by
working with and organizing public and private resources, including those of
the Small Business Administration, the Department of Veterans Affairs, the
Department of Labor, the Department of Commerce, the Department of Defense,
the Service Corps of Retired Executives (described in section 637(b)(1)(B)
of this title), the Small Business Development Centers (described in section
648 of this title), and the business development staffs of each department

15 U.S.C. § 637(b)
(b) Procurement and property disposal powers;
determination of small-business concerns
It shall also be the duty of the Administration and it is empowered,
whenever it determines such action is necessary—
(1)
(A) to provide technical, managerial, and informational aids to small
business concerns—
(i) by advising and counseling on matters in connection with Government
procurement and policies, principles, and practices of good management;
(ii) by cooperating and advising with—
(I) voluntary business, professional, educational,
and other nonprofit organizations, associations, and institutions (except
that the Administration shall take such actions as it determines necessary
to ensure that such cooperation does not constitute or imply an endorsement
by the Administration of the organization or its products or services, and
shall ensure that it receives appropriate recognition in all printed
materials); and
(II) other Federal and State agencies;
(iii) by maintaining a clearinghouse for information
on managing, financing, and operating small business enterprises; and
(iv) by disseminating such information, including
through recognition events, and by other activities that the Administration
determines to be appropriate.
(B) To establish, conduct, and publicize, and to recruit, select, and train
volunteers for (and to enter into contracts, grants, or cooperative
agreements therefor), volunteer programs, including a Service Corps of
Retired Executives (SCORE) and an Active Corps of Executive (ACE) for the
