MOBIS Contracts and A-76 contracts

I am interested in learning more concerning subcontracting opportunities pertaining to MOBIS and A-76 contracts. I am a small business (management services). Can someone explain exactly the purpose of these contracts and how I can possibly subcontract with prime contractors? Thanks, Chris...

Once contracts are awarded, there are only a few reasons for a company to subcontract - they don't have all the resources needed already and look outside; an agency "suggests" a particular company they should sub with; their contract contains a clause requiring thenm to meet certain percentage goals to small and disadvantaged firms, or specialized expertise is needed.

A short answer to what MOBIS and A-76 contracts are about is providing knowledge and assistance to agencies that need it. MOBIS is short for Management, Organization and Business Improvement Services (or something close to that). So if an agency has a need for someone to look at existing work processes and recommend improvement, MOBIS is a source. Agencies also use MOBIS contracts for conducting quality studies and surveys, obtaining facilitators, conduct training, provide recommendations on organizational alignments and staffing, etc. In short, just about any type consulting work to make the agency function better. A-76 contracts help agencies comply with A-76 in conducting cost comparisions, develop the most effective in-house model, etc.

The best way to start with possible subcontracting is let the Schedule holders on MOBIS know who you are and what you can do for them. You need to sell yourself so that they view you as something to ultimatley help them
