Extension of other transaction
authority (sec. 863) The Senate amendment contained a provision (sec. 887) that would extend for 5 years the authority for the Secretary of Defense to carry out a pilot program for the acquisition of certain prototypes pursuant to `other transactions' under section 845 of the National Defense Authorization Act for Fiscal Year 1994 (Public Law 103-160). The House bill contained no similar provision. The House recedes. The conferees direct the Secretary of Defense to review the authority extended by this provision and make a recommendation as to whether the authority should be made permanent. The conferees expect the Secretary to ensure that applicable guidance provides appropriate safeguards against abuse before seeking permanent authority. |
