SEC. 831. Repeal of requirement for
stand-alone manpower estimates for major defense acquisition
programs.
“§ 2434. Independent cost estimates”. (2) TABLE OF SECTIONS.—The table of sections at the beginning of chapter 144 of such title is amended by striking the item relating to section 2434 and inserting the following: “2434. Independent cost estimates.”. |
Repeal of requirement for stand-alone
manpower estimates for major defense acquisition programs (sec.
831) The House bill contained a provision (sec. 856) that would consolidate the statutory requirement for a detailed manpower estimate prior to approval of development or production and deployment of a major defense acquisition program as established by section 2434 of title 10, United States Code, with the independent estimate of the full life-cycle cost of the program also required by section 2434. The Senate amendment contained a similar provision (sec. 848). The Senate recedes with an amendment that would require that the independent estimate of the full-life cycle costs of a program include the costs of training. House Report 114-201 to accompany H. R. 1735 as it was reported out of the House Armed Services Committee. Section 856--Repeal of Requirement for Stand-Alone Manpower Estimates for Major Defense Acquisition Programs This section would consolidate the statutory requirement for a detailed manpower estimate prior to approval of development or production and deployment of a major defense acquisition program as established by section 2434 of title 10, United States Code, with the independent estimate of the full life-cycle cost of the program also required by section 2434. The committee notes that the planning, inventory, and reporting requirements of section 129a of title 10, United States Code, may also assist in fulfilling the intent of the requirement for manpower estimates for major defense acquisition programs, which is to ensure the life-cycle cost of the program, including sustainment, is considered early in the acquisition process and so personnel decisions and training requirements can be identified in time to take appropriate action. Senate Report 114-49 to accompany S. 1376 as it was reported out of the Senate Armed Services Committee. Repeal of requirement for stand-alone manpower estimates for major defense acquisition programs (sec. 848) The committee recommends a provision that would amend section 2343 of title 10, [Senate Report's citation may be a transposition error] United States Code, to eliminate the requirement for a stand-alone manpower estimate for a program prior to the approval of the system development and demonstration or the production of a major defense acquisition program. A stand-alone requirement is unnecessary and duplicative and this provision would embed an estimate for total required manpower for a program in the requirements for an independent estimate of a program's full life cycle costs. |
