SEC. 844. Mandatory requirement for
training related to the conduct of market research.

Mandatory requirement for training
related to the conduct of market research (sec. 844) The House bill contained a provision (sec. 815) that would amend section 2377 of title 10, United States Code, by adding a requirement that the Secretary of Defense shall provide mandatory training for members of the Armed Forces and employees of the Department of Defense responsible for the conduct of market research required under subsection (c) of section 2377 of title 10, United States Code. The Senate amendment contained no similar provision. The Senate recedes. The conferees note that the Department should consider using the Defense Acquisition Workforce Development Fund for training in market research and other training needed to improve the Department's use of commercial contracting and pricing methods to better access commercial industry sources. House Report 114-201 to accompany H. R. 1735 as it was reported out of the House Armed Services Committee. Section 815--Mandatory Requirement for Training Related to the Conduct of Market Research This section would amend section 2377 of title 10, United States Code, by adding a requirement that the Secretary of Defense shall provide mandatory training for members of the Armed Forces and employees of the Department of Defense responsible for the conduct of market research required under subsection (c) of section 2377 of title 10, United States Code. Furthermore, this section would require the Chairman of the Joint Chiefs of Staff to ensure that such training requirements are also incorporated into the requirements management certification training mandate of the Joint Capabilities Integration Development System. |
