SEC. 887. Effective communication
between government and industry. Not later than 180 days after the date of the enactment of this Act, the Federal Acquisition Regulatory Council shall prescribe a regulation making clear that agency acquisition personnel are permitted and encouraged to engage in responsible and constructive exchanges with industry, so long as those exchanges are consistent with existing law and regulation and do not promote an unfair competitive advantage to particular firms. |
Effective communication between
government and industry (sec. 887) The House bill contained a provision (sec. 866) that would require the Federal Acquisition Regulatory Council to prescribe a regulation making clear that agency acquisition personnel are permitted and encouraged to engage in responsible and constructive exchanges with industry, so long as those exchanges are consistent with existing law and regulation and do not promote an unfair competitive advantage to particular firms. The Senate amendment contained no similar provision. The Senate recedes. Congressional Record, House of Representatives, May 14, 2015, Page H3197. This section was amendment 79 included and passed in en bloc number 4. No discussion was in Congressional Record during passage.
