SEC. 891. Development period for
Department of Defense information technology systems.

Development period for Department of
Defense information technology systems (sec. 891) The Senate amendment contained a provision (sec. 875) that would amend section 2445b of title 10, United States Code, to modify requirements applicable to a major automated information system program that fails to achieve a full deployment decision within 5 years after the initiation of the program. The House bill contained no similar provision. The House recedes with a technical amendment. Senate Report 114-49 to accompany S. 1376 as it was reported out of the Senate Armed Services Committee. Development period for Department of Defense information technology systems (sec. 875) The committee recommends a provision that would amend section 2445b of title 10, United States Code, to modify requirements applicable to a major automated information system program that fails to achieve a full deployment decision within 5 years after the initiation of the program. These systems are intended to primarily use commercially available software and computer systems and the Department of Defense (DOD) has policies in place to change business practices so that commercial solutions can meet the needs for DOD business systems. As such, the committee believes that in most cases, these programs should have very limited developmental risk and as such can be managed as ``time-certain'' development efforts. The provision would require that any failure to achieve a full deployment decision within five years would trigger a written determination from the Department of Defense that a longer period of time is needed for the effort. |
