SEC. 826. EXTENSION OF PROGRAM FOR
COMPREHENSIVE SMALL BUSINESS CONTRACTING PLANS. Section 834(e) of the National Defense Authorization Act for Fiscal Years 1990 and 1991 (15 U.S.C. 637 note) is amended by striking “December 31, 2017” and inserting “December 31, 2027”. |
Extension of program for comprehensive
small business contracting plans (sec. 826) The Senate bill contained a provision (sec. 818) that would amend chapter 137 of title 10, United States Code, to add a new section that would codify the authority to conduct small business subcontracting plans. The Government Accountability Office (GAO) recently reported to the committee that the Test Program for Negotiation of Comprehensive Small Business Subcontracting Plans has resulted in the avoidance of millions of dollars in administrative costs and recommended that the program be made permanent. This provision would implement GAO’s recommendation. The House amendment contained no similar provision. The House recedes with an amendment that would extend the current pilot program through the end of fiscal year 2027. |
