SEC. 841. PILOT PROGRAM TO ACCELERATE CONTRACTING AND PRICING PROCESSES. Section 890 of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Public Law 115-232) is amended-- (1) by redesignating subsections (b) and (c) as subsections (c) and (d), respectively; (2) by inserting after subsection (a) the following new subsection: ``(b) Implementation Guidance.--The Secretary, acting through the Under Secretary of Defense for Acquisition and Sustainment, shall ensure that each senior contracting official (as defined in section 1737 of title 10, United States Code) for a contract described in subsection (a) has the discretion to implement the pilot program under this section efficiently and effectively by ensuring the following: ``(1) That the pilot program does not include any preferences for contract type or specific contract requirements. ``(2) That each Secretary of a military department has minimal reporting requirements to the Under Secretary of Defense for Acquisition and Sustainment with respect to the pilot program.''; and (3) in subsection (d), as so redesignated, by striking ``January 2, 2024'' and inserting ``January 2, 2028''. |
Sec. 841--Pilot program to accelerate contracting and pricing processes The Senate amendment contained a provision (sec. 818) that would extend a pilot program for streamlined contracting and pricing processes. The House bill contained no similar provision. The House recedes with a clarifying amendment. S. Rept. 118-58 Extension of pilot program to accelerate contracting and pricing processes (sec. 818) The committee recommends a provision that would modify section 890 of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Public Law 115-232) to extend a pilot program for streamlined contracting and pricing processes. The committee notes that this pilot program has been well received by both the Department of Defense and private industry. Therefore, the committee directs the Under Secretary of Defense for Acquisition and Sustainment to provide a report to the Committees on Armed Services of the Senate and the House of Representatives, not later than one year after the enactment of this Act, on the lessons learned from this pilot program, including any recommendations for modifications to the Truth in Negotiations Act, chapter 271 of title 10, United States Code. |
