On June 7, 2017,
H. R. 2810 was introduced in the House and on July 6, 2017,
it was amended and reported out of the House Committee on Armed
Services with
H. Rpt. 115-200. It passed the House on July 14, 2017.
On July 10, 2017,
S. 1519 was introduced in the Senate Committee on Armed
Services and reported to the Senate by Senator McCain with
S. Rpt. 115-125. At that point, H. R. 2810 became the
main piece of legislation. On 9/18/2017, after being
amended many times, the amended bill passed the Senate.
On October 12, 2017, the House requested
a conference and on 10/17/2017 the Senate agreed to the
conference. On October 25, 2017, the conference was held
and on 11/9/2017, the conference report
H. Rpt. 115-404 was filed. The conference report was
approved in the House on 11/14/2017 and the Senate approved it
on 11/16/2017.
The Conference report, in regards to
contracting, is thorough enough to explain the individual
sections. However, if you want to go further in your
research, the conference report will tell you where the sections
came from and you can search through the bills and reports to
find your answer.
For Title VIII, there were 27
legislative provisions not adopted. However, in 11
sections the "conferees" gave "instructions" even on these.
