SEC. 221. EXPANSION OF DEFINITION OF
COMPETITIVE PROCEDURES TO INCLUDE COMPETITIVE SELECTION FOR
AWARD OF SCIENCE AND TECHNOLOGY PROPOSALS. Section 2302(2)(B) of title 10, United States Code, is amended by striking “basic research” and inserting “science and technology”. |
Expansion of definition of competitive
procedures to include competitive selection for award of science
and technology proposals (sec. 221)
The Senate amendment contained a provision (sec. 215) that would amend section 2302 of title 10, United States Code, to expand the definition of competitive procedures to include research and development proposals. The House bill contained no similar provision. The House recedes with an amendment that would clarify and specify the types of proposals eligible for competitive procedures. The conferees note that the amended language in the final provision is meant to include all activities that comprise budget activities 1 through 4 (i.e. 6.1-6.4). |
