IntroductionOf all the documents dealing with performance-based contracting, the one I have been asked for most often is the Office of Federal Procurement Policy Pamphlet Number 4. Pamphlet Number 4 was issued in 1980 to supplement the Office of Management and Budget (OMB) Circular A-76. It was a guide and its ideas have stood the test of time. There are references to non-existent documents and there are references to policy that existed in the 1970s. Pamphlet Number 4 is no longer official guidance. At least it does not appear with the OMB Circular now. Because of its continued use and value to performance-based contracting, I have converted it from an MS Word document to the .html format, the language of the internet. It now stands as an easily accessible internet document. The initial conversion was completed on March 4, 2001. Final verification to the actual hard copy is expected to be completed during March 2001. Bob Antonio AcknowledgmentThis document is an outgrowth of concepts and ideas developed by the Air Force Logistics Management Center, Gunter AFS, Alabama. Principal participants in the program were Kenneth Gerken, Laurence Nolte, and David Muzio. This team tested and refined the ideas in a broad cross section of service contracts, both overseas and in the continental United States. Under the leadership of Darleen Druyun, the program was accepted for Air Force-wide implementation and has proven itself as an excellent method to ensure that the Government clearly states its requirements and receives full value for money paid.
